The Community Empowerment and Local Governance Project (CEP) was set up under an agreement between the United Nations Transitional Administration in East Timor (UNTAET) and the World Bank with funding from the multidonour Trust Fund for East Timor. It aimed to provide support for poverty alleviation and to strengthen the capacity of community institutions. Democratic elections for Village Development Councils were to introduce a ‘bottom-up’ method of community empowerment, after years of ‘top-down’ decision-making by the Indonesian government. The councils were to be integrated into the local governance structure at a later point.

In October 2000 the Anthropology Research Team of CEP was established to study the interplay between local Timorese power structures and CEP. Its aim was also to provide a more culturally informed background for the development programme.

The study required an analysis of traditional power systems and their historical development. It examined how far these and related traditional concepts are of relevance for the present local communities and how much they influence governmental and other development programmes. One intention of CEP was to take a ‘bottom-up’ approach to communal empowerment and local governance. To examine the appropriateness and cultural sensitivity of this approach, the study team explored the interplay between local power structures and the system of councils set up by CEP.

It is a challenging task to inquire into and report on power structures and local governance in a time of socio-political turbulence and change in a young nation like East Timor. After such a long period of foreign rule (Portuguese, then Indonesian) and in a stage where a new nation is being formed, many different ideas about power on the local level have appeared. Therefore, summarizing existing ideas has required considerable simplification of the findings. As power concepts at the local level are still very much dominated by traditional ideas, this report has to provide and be read as an introduction to traditional Timorese concepts and ideas. Similarly, as local power structures are often forgotten when considering national issues, our concern here is to emphasise how relevant they continue to be. They are especially important to the Timorese in rural areas, who still make up the majority of the population in the country.

To implement development projects, especially if implemented or influenced by foreigners, a culturally informed background can be of help. This report aims to provide such a background. It does not aim to promote traditional ideas, nor try to give them greater importance on the national level. It aims only to show the richness and complexity of Timorese political concepts and power structures at the local level and to demonstrate how these ideas have survived hundreds of years of outside rule. Nor does it argue for the preservation of traditional values and ideas; how far the Timorese decide to preserve or change their traditional ideas should be determined by the dynamics of the society itself.

Di tengah maraknya karya-karya ilmiah populer dan fiksi dalam dunia media cetak yang hingar-bingar dengan nuansa global dewasa ini, kehadiran sebuah ketekunan dan keberanian melahirkan kembali sosok warisan budaya daerah lisan/tutur dalam aksara dan bahasa Indonesia, yang sarat dengan kompleksitas makna tetapi terasa telah tertinggal jauh dari perkembangan dunia yang semakin praktis, adalah kepedualian yang  langkah akan hal ‘menjadi’ (state of being) bagi eksistensi budaya tersebut. Penyusunan Etika dan Moralitas dalam Budaya Sumba (baca: Sumba Timur) bukanlah kelatahan dan kebangkitan optimisme kekuatan ras, etnik dan agama (bahkan fundamentalisme) sejak menjelang berakhirnya abad ke 20, namun lebih merupakan manifestasi tanggung jawab moral untuk mengabadikan sebagian dari identitas manusia Sumba Timur dan menyampaikan kepada dunia, lintas waktu dan ruang, bahkan batas-batas budaya itu sendiri.

Memahami etika dan moralitas Sumba memang tak mungkin lepas dari masalah budaya dan dimensi kesejarahan, yang erat dengan hubungan antara jagad imanen dan transenden. Manusia adalah mahluk historis dan kultural yang mempunyai pengetahuan. Sebagai mahluk historis, manusia bereksistensi dengan “menyejarahkan” dirinya. Sebagai mahluk budaya manusia berkehendak untuk selalu ‘mengenal dirinya sendiri’. Dengan demikian maka praktek kultural dari masa ke masa tak pernah tercerabut dari identitas diri dalam bingkai budaya, atau dari bagaimana cara manusia memaknai diri fan budayanya.

Budaya sumba yang eksis di tengah keberagaman budaya suku-suku bangsa di Indonesia, memiliki dasar-dasar konsep dan sistem nilai yang pasti, yang mendasari setiap perikehidupan sosial kemasyarakatan, dengan tanpa pernah terlepas dari kehendak akan harmoni dan keseimbangan dalam kehidupan. Keseimbangan selalu diupayakan  bukan hanya antara kehidupan di alam fana dan di alam baka, tetapi juga antara makro kosmos dan miklro kosmos. Maka menjadi wajar bila  etika dan moralitas orang Sumba penuh dengan kompleks tata aturan, baik sosial maupun ritual yang terasa lebih menyudutkan manusia pada determinisme dan statis, ketimbang yang dinamis.

Despite Indonesia’s economic growth and democratic system, gender equality remains a challenging issue. In many parts of the archipelago, women and children are marginalized in their own households. Marginalization is especially detrimental when it comes to food access and has a direct impact on undernutrition rates.

The eastern province of Nusa Tenggara Timur has among the highest rates of undernutrition in Indonesia, with more than a third of children under five years old considered underweight. In addition, up to 58.4 percent of children are stunted. Undernutrition and malnutrition primarily affect children and women.

This Gender Rapid Assessment (GRA) aims to understand the underlying causes of gender marginalization in NTT and how they can be addressed. It represents the first step in developing WFP’s strategy on gender mainstreaming and provides valuable information for the development of the NTT Province Food and Nutrition Action Plan (FNAP), also known as RAD-PG (Rencana Aksi Daerah-Pangan dan Gizi). Improved gender awareness will facilitate the improvement of food and overall nutrition security in NTT.

The report finds that gender inequalities are embedded in the social values and daily life practices of the people of NTT. They mainly derive from misinterpretation of cultural traditions related to dowry and clan inheritance that contribute to women’s subordination to men and the resulting weak decision-making roles women have with regard to food and nutrition issues. As a result, women are especially vulnerable to food insecurity and undernutrition. Even though poverty stands as the major factor causing undernutrition, gender inequality worsens the situation for children and women, especially pregnant and lactating mothers.

NTT women play a critical role in achieving food and nutrition security. Empowering women to make free and informed choices for their family is critical in improving food and nutrition security. By considering women as food holders, women empowerment programmes are tailored to support women in decision- making processes that affect the nutritional wellbeing of the family.

While the Government has initiated interventions addressing gender dimensions related to food security and nutrition, these interventions mainly address the consequences of gender inequality rather than its causes. The absence of gender analyses during programme assessment has resulted in gender gaps and the lack of a comprehensive action plan to adequately confront gender challenges.

WFP, in support of the NTT Government, has itself begun to institutionalize gender mainstreaming within its organization and is working to improve its work team’s perspectives on gender and translate them into action. Fostering gender mainstreaming within WFP and in food and nutrition programmes requires time, energy, creativity and strong engagement from WFP and other development partners. WFP team must, therefore, closely monitor gender mainstreaming implementation both within the organization as well as in key partners in order to ensure its success.

Sejak dahulu cendana mempunyai peranan penting bagi kejayaan perekonomian Nusa Tenggara Timur (NTT). Namun demikian, kejayaan cendana tersebut tidak dinikmati secara berkeadilan oleh masyarakat karena mengabaikan hak-hak sosial, ekonomi dan budaya masyarakat sehingga minat masyarakat untuk menanam dan melestarian cendana masih rendah.

Untuk itu, Kementerian Kehutanan bekerjasama dengan Pemerintah Provinsi NTT telah menyusun Masterplan Pengembangan dan Pelestarian Cendana di Provinsi NTT Tahun 2010 - 2030. Diharapkan, masterplan ini menjadi blue print pemerintah provinsi NTT sekaligus menjadi pedoman bagi para pemangku kepentingan dalam mewujudkan kembalinya NTT menjadi provinsi cendana.

Kami menyadari bahwa masterplan pengembangan dan pelestarian cendana ini masih belum sempurna, untuk itu saran dan kritik semua pihak sangat kami harapkan guna perbaikan di masa mendatang. Mari ke depan kita bangun komitmen, kekompakan dan kerjasama untuk sehati sesuara mewujudkan kembalinya NTT menjadi provinsi cendana pada tahun 2030”.

Setelah lebih 10 tahun dibukanya hubungan diplomatik antara Republik Indonesia dan Republik Demokratik Timor-Leste pada tahun 2002, hubungan dan kerja sama bilateral kedua negara terus meningkat di berbagai bidang. Seiring dengan peningkatan kerja sama tersebut, semakin banyak Warga Negara Indonesia (WNI) dan Badan Hukum Indonesia (BHI) yang saat ini berdiam, bekerja dan menjalankan profesi, dan memiliki usaha di Timor-Leste. Menurut catatan KBRI – Dili, jumlah WNI yang berdiam di Timor-Leste mencapai lebih dari 6000 orang, sementara badan hukum Indonesia yang memiliki usaha di Timor-Leste mencapai 1049. Jumlah WNI dan BHI yang berdiam dan berada di Timor-Leste diperkirakan akan terus meningkat di tahun-tahun mendatang.

Salah satu tugas pokok dan fungsi KBRI Dili, sebagaimana menjadi tugas pokok semua Perwakilan Republik Indonesia di luar negeri, adalah memberikan bantuan perlindungan dan dukungan kepada WNI dan BHI agar keberadaan mereka aman, tertib dan sesuai ketentuan perundangan baik di Indonesia maupun di Timor-Leste. Upaya tersebut juga menjadi prioritas kebijakan Pemerintah Republik Indonesia dan menjadi misi utama KBRI Dili.

Pada hakekatnya WNI maupun BHI di luar negeri, termasuk di Timor-Leste, merupakan duta-duta bangsa yang melalui peranan dan tanggung jawabnya masing-masing memberikan kontribusi tidak hanya untuk memajukan kepentingan nasional Indonesia, tetapi juga bagi peningkatan kerja sama dengan negara, bangsa dan pemerintah di mana mereka tinggal.
